I am trying, without success, to picture any circumstance in which an authority figure of the type generally addressed as Sir would ever ask anyone if they could boogie. And really, it’s hard to imagine even Sir Elton John asking this question (at least, not since he became Sir Elton).
However, the refusal to specify the name of the ‘certain song’ provides a clue here: perhaps the motive of the asking Sir is actually to prevent any unseemly displays of boogie (to say nothing of woogie).
